Safety PLC (safety controller)
A controller designed and certified to execute safety functions to a stated SIL or PL, often running standard control alongside in the same device.
The network analogy
A separate, certified control plane for safety running beside the normal one. Standard logic can read safety data, but only the safety task can carry out safety functions.
Why it matters for wireless
The safety PLC's task period, watchdog, and safety connection limits add up with network delays into the safety reaction time, so the wireless worst case enters that budget at the safety PLC's connections.
One vendor’s safety controllers are rated, depending on configuration, up to SIL 3 per IEC 61508 and PL e (category 4) per ISO 13849-11. In that family only the safety task, not standard tasks, can be used for safety functions, and the controllers are approved for applications where the de-energized state is considered to be the safe state.
ODVA notes CIP Safety allows architectures with or without a safety PLC. In process plants NIST describes the same role as the logic solver in a safety instrumented function, between sensors and final control elements.
